GLOBALISASI DAN KETAHANAN NASIONAL

Kehidupan bangsa Indonesia di Era Globalisasi, di tandai oleh era perdagangan  bebas, dimana produk dari suatu negara dengan bebas dapat masuk dan di perjualbelikan di negara lain. Kenyataan itu tentu menimbulkan tantangan bagi semua negara untuk mampu bersaing dalam meningkatkan kualitas produk industrinya, bangsa Indonesia juga tidak terlepas dari tantangan itu. Ditengah-tengah usaha itu untuk memperbaiki perekonomian, bangsa Indonesia juga ditantang untuk berjuang menempatkan bangsa Indonesia sederajat dengan bangsa lain. Oleh karena itu kita sebagai warga negara Indonesia yang baik tentu memiliki rasa bangga terhadap produk dalam negeri. Kita harus sadar dan bangga bahwa produksi dalam negeri tidak kalah dengan produksi luar negeri.
 

Di era globalisasi ini persaingan begitu ketat dan tajam pada semua aspek kehidupan. Dibidang ideologi, kehancuran komunisme di Eropa Timur memungkinkan liberalisme – kapitalisme mendominasi dunia. Di bidang politik, pengaruh negara-negara besar sulit di elakan. Dibidang ekonomi, perdagangan bebas menyebabkan produksi lokal terpental. Di bidang sosial budaya, pola hidup dan budaya hedonistic (maunya enak, senang saja) mewarnai semua lapisan dan lingkungan masyarakat. Sedangkan dibidang pertahanan dan keamanan penguasaan teknologi persenjataan bukan lagi jaminan keamanan melainkan cenderung sebagai ancaman.

Dalam kondisi seperti itu, maka hanya orang, masyarakat bangsa dan negara yang memiliki kualitas sajalah yang berpeluang memenangkan persaingan tersebut dan kunci untuk mencapai itu adalah sumber daya manusia yang berkualitas dan di dukung oleh teguhnya pendirian, loyal pada bangsa dan negara. Terikat pada tekad, cinta pada tugas, dan semua itu dilakukan sebagai wujud cinta pada tanah air.

Dalam menghadapi globalisasi dan perkembangan IPTEK, pemerintah menetapkan beberapa kebijakan seperti termuat dalam GBHN sebagai berikut :
Bidang Ekonomi
Kebijakan bidang ekonomi dalam upaya menghadapi tantangan globalisasi disebutkan sebagai berikut :

 

 Mengembangkan perekonomian yang berorientasi global sesuai kemajuan teknologi dengan membangun keunggulan kompetitif berdasarkan keunggulan komparatif sebagai negara maritim dan agraris sesuai kompetensi dan produk unggulan di setiap daerah terutama pertanian dalam arti luas, kehutanan, kelautan, pertambangan, pariwisata, serta industri kecil serta kerajinan rakyat.

Mengembangkan kebijakan industri, perdagangan dan investasi dalam rangka meningkatkan Persaingan global dengan membuka aksesibilitas yang sama terhadap kesempatan kerja dan berusaha bagi segenap rakyat, dan seluruh daerah melalui keunggulan kompetitif terutama berbasis keunggulan sumber daya manusia dengan menghapus segala bentuk perlakuan diskriminatif dan hambatan.

 

Bidang Politik

Kebijakan bidang politik dalam upaya menghadapi tantangan globalisasi disebutkan sebagai berikut :

• Menegaskan arah politik luar negeri Indonesia yang bebas aktif dan berorientasi pada kepentingan nasional, menitikberatkan pada solidaritas antar negara berkembang mendukung perjuangan kemerdekaan bangsa-bangsa, menolak penjajahan dalam segala bentuk, serta kerja sama internasional bagi kesejahteraan rakyat.

• Meningkatkan kesiapan Indonesia dalam segala bidang untuk menghadapi perdagangan bebas, terutama dalam menyongsong pemberlakuan AFTA, AFEC dan WTO.

• Memperkuat kelembagaan, sumber daya manusia, sarana dan prasarana penerangan khususnya di luar negeri dalam rangka memperjuangkan kepentingan Nasional di Forum Internasional. 

Bidang Agama
Kebijakan bidang Agama dalam upaya menghadapi tantangan globalisasi disebutkan sebagai berikut :

•  Meningkatkan kualitas pendidikan agama melalui penyempurnaan sistem pendidikan agama, sehingga lebih terpadu dan integral dengan sistem pendidikan nasional dengan didukung oleh sarana dan prasarana yang memadai. 

• Meningkatkan peran dan fungsi lembaga-lembaga keagamaan dalam ikut mengatasi dampak perubahan yang terjadi dalam semua aspek kehidupan untuk memperkokoh jati diri dan kepribadian bangsa, serta memperkuat kerukunan hidup bermasyarakat, berbangsa dan bernegara.

 

Bidang Pendidikan
Kebijakan bidang Pendidikan dalam upaya menghadapi tantangan globalisasi dan perkembangan IPTEK antara lain :

• Meningkatkan kemampuan akademik dan kesejahteraan tenaga kependidikan sebagai tenaga kependidikan sebagai tenaga pendidikan mampu berfungsi secara optimal terutama dalam peningkatan pendidikan watak dan budi pekerti agar dapat mengembalikan wibawa  lembaga dan tenaga pendidikan. 
• Meningkatkan kualitas lembaga pendidikan yang diselenggarakan baik oleh masyarakat maupun pemerintah untuk memantapkan sistem pendidikan yang efektif dan efisien dalam menghadapi perkembangan ilmu pengetahuan, teknologi, dan seni.

 Bidang Sosial Budaya

 Kebijakan bidang sosial budaya dalam upaya menghadapi tantangan globalisasi dan  perkembangan IPTEK sebagai berikut :

• Mengembangkan dan membina kebudayaan Nasional bangsa Indonesia yang bersumber dari warisan budaya leluhur bangsa, budaya nasional yang mengandung nilai-nilai universal, termasuk kepercayaan terhadap Tuhan Yang Maha Esa dalam rangka mendukung terpeliharanya kerukunan hidup bermasyarakat dan berbangsa dan bernegara.

• Memberantas secara sistematis perdagangan dan penyalahgunaan narkotika dan obat-obat terlarang dengan memberikan sanksi yang seberat-beratnya kepada produsen, pengedar dan pemakai.

• Melindungi segenap generasi muda dari bahaya destruktif, terutama bahaya penyalahgunaan narkotika, obat-obatan terlarang dan narkotika lainnya melalui gerakan pemberantasan dan peningkatan kesadaran masyarakat akan bahaya penyalahgunaan narkotika.

Membangun Masyarakat Indonesia Modern Sesuai Budaya Bangsa
Kemerdekaan memberikan kesempatan kepada bangsa kita untuk mewujudkan cita-citanya, yaitu membangun manusia Indonesia seutuhnya. Dengan berpedoman pada Pancasila, bangsa Indonesia membangun masyarakat Indonesia modern sesuai budaya bangsa.
Terwujudnya masyarakat Indonesia yang damai, demokratis, berkeadilan, berdaya asing, maju dan sejahtera, dalam wadah negara kesatuan Republik Indonesia yang didukung oleh manusia Indonesia yang sehat, mandiri, beriman, Bertakwa, cinta tanah air, berkesadaran hukum dan lingkungan, menguasai IPTEK serta berdisiplin.
          Dalam visi GBHN 1999 menunjukkan bahwa nilai-nilai kemanusiaan menjadi ukuran segala upaya pemodernan masyarakat. Keberhasilan pembangunan senantiasa harus dinilai berdasarkan kenyataan sejauh mana proses dan juga hasil-hasil pembangunan telah mengangkat martabat manusia Indonesia. Martabat manusia hendaklah menjadi ukuran terhadap keberhasilan gerak pembangunan, namun ironisnya kadang-kadang atas nama modernitas pembangunan tidak jarang justru diwarnai dengan tindakan-tindakan yang tidak memanusiakan manusia, misalnya :

• Perlakuan sewenang-wenang terhadap buruh dan rakyat kecil

• Penggusuran permukiman penduduk secara paksa demi    mendirikan   

• bangunan prestisius.

• Tindak kekerasan

•  Pencemaran lingkungan

• Penyelewengan pemanfaatan teknologi

•  Upaya mendorong masyarakat bersikap materialistik dan   hedonistic melalui berbagai iklim

Itulah kenyataan yang sebenarnya, terwujudnya masyarakat Indonesia yang modern dan manusiawi harus terus diperjuangkan. Dengan berbekal kemampuan IPTEK yang tangguh serta wawasan kemanusiaan yang luas kita siap menapaki era globalisasi dan kemajuan IPTEK menuju masyarakat Indonesia yang manusiawi.

Ketika pembangunan kita memasuki era globalisasi diperkirakan kita hidup dalam suasana penuh persaingan, perdagangan bebas, dan hubungan antar bangsa yang semakin terbuka. Untuk itu diperlukan persiapan yang matang dan memadai. Dengan demikian, gambaran kehidupan yang sesuai dengan era itu antara lain sebagai berikut :

• Kualitas sumberdaya manusia yang tinggi, antara lain tercermin dari kemampuan profesionalismenya untuk memenuhi kebutuhan pembangunan.

• Semakin handalnya sumber pembiayaan pembangunan yang berasal dari dalam negeri yang berarti semakin kecil ketergantungan pada sumber pembiayaan dari luar negeri.

• Kemampuan untuk memenuhi sendiri kebutuhan yang paling pokok agar tidak menimbulkan berbagai keraguan.

• Ketahanan ekonomi yang tangguh dan memiliki daya saing tinggi.

• Etos kerja dan disiplin masyarakat yang tinggi.

Selain itu, perlu diperhatikan juga situasi internasional. Baik situasi politik, ekonomi, maupun keamanan. Karena hal itu akan dapat mempengaruhi perkembangan kehidupan kita baik langsung ataupun tidak langsung. Dan pada akhirnya akan dapat mengganggu tercapainya sasaran pembangunan nasional.  Tatanan Kehidupan Abad Teknologi Canggih yang Berdasarkan Pancasila Sekarang ini ilmu pengetahuan dan teknologi telah berkembang begitu cepat dan canggih hal itu memacu adanya perubahan di berbagai aspek kehidupan. Perubahan yang di sebabkan oleh masuknya teknologi modern, dirasakan sebagai suatu hal yang sangat cepat dan mendesak. Indonesia sebagai negara berkembang sangat merasakan hal itu, dengan demikian. Indonesia harus melakukan alih teknologi untuk mempertahankan kehidupannya di tengah pergaulan dengan negara lain. Proses alih teknologi itu bukan hanya langsung meniru dan menerapkan hasil budaya bangsa asing. Akan tetapi bangsa Indonesia harus bersikap terbuka dengan masuknya hasil budaya bangsa asing tersebut. Karena apabila, tidak bersikap terbuka, berarti bangsa Indonesia menutup diri dengan segala kemajuan yang terjadi, dan dikhawatirkan bangsa Indonesia akan ketinggalan dengan bangsa/ negara lain. Tentu saja, hal itu tidak kita harapkan. Namun perlu di ingat dengan adanya proses alih teknologi, kita harus menyiapkan segala kondisi fisik alamiah maupun sosial. Hal itu dimaksudkan agar kita tidak kehilangan kepribadian bangsa. Kita sebagai bangsa Indonesia patut bersyukur karena mempunyai landasan kepribadian yang cukup kuat, yaitu Pancasila. Pentinya Pemantapan Rasa Kebangsaan dan Kebanggaan Nasional Terhadap Kreasi dan Produksi dalam Negeri Dengan belajar dari pengalaman bangsa lain, bangsa Indonesia sejak dahulu telah mempunyai semangat kebangsaan dan kebanggaan nasional yang tinggi. Namun untuk sekarang ini lebih dikembangkan lagi dengan apa yang kemudian dikenal wawasan kebangsaan. Inti dari konsep itu adalah loyalitas warga negara terhadap bangsa dan negaranya. Bentuk loyalitas itu antara lain sebagai berikut :

• Mengaku sebagai warga negara Indonesia. Hal itu berarti mempunyai suatu kesadaran untuk mengakui sebagai pendukung cita-cita dan tujuan yang menjadi jati diri bangsa Indonesia.

• Bangga sebagai bangsa Indonesia. Dengan memiliki rasa bangga, maka akan timbul rasa cinta yang kemudian akan rela berkorban demi kepentingan bangsa.

• Mempunyai rasa solidaritas sosial yang tinggi kita sebagai manusia tidak dapat hidup sendiri. Oleh karena itu, kita harus mempunyai rasa solidaritas sosial yang tinggi. Sikap dan perilaku tersebut dapat diwujudkan dengan bekerja sama dan tolong menolong terhadap orang lain.

Pengaruh Era Globalisasi dan Kemajuan Iptek dalam Penegakan Nilai-Nilai Kemanusiaan Pengaruh Era Globalisasi dan Kemajuan IPTEK Di era globalisasi ini, ilmu pengetahuan dan teknologi (IPTEK) menjadi faktor yang sangat mempengaruhi kehidupan IPTEK menjadi faktor penentu keberadaan dan kemajuan masyarakat. Kecenderungan ke arah globalisasi dan pemanfaatan IPTEK akan terlindas oleh kemajuan bangsa-bangsa lain. Berkat kemajuan IPTEK, kini kita begitu mudah berkomunikasi dan berinteraksi dengan masyarakat dunia. Terjadinya proses akulturasi dan pengaruh nilai-nilai kebudayaan antar bangsa secara langsung ataupun tidak langsung dapat mempengaruhi nilai, tata hidup, gaya hidup, sikap hidup, maupun pikiran kita. Untuk itu diperlukan sikap bijaksana, yaitu kesediaan untuk membuka diri terhadap tuntutan zaman, sekaligus waspada terhadap nilai-nilai sosial budaya dari luar. Hanya nilai-nilai yang sesuai dengan kepribadian kita yang kita serap. Dengan meningkatnya hubungan antar bangsa di dunia, maka pengaruh tata nilai dan budaya luar akan makin tinggi pula masuk ke Indonesia. Akibatnya kalau kita tidak mempunyai ketahanan mental, ideologi, dan kewaspadaan kita dapat menjadi korban globalisasi dan pergaulan antar bangsa. Sadar akan besarnya bahaya yang akan mengancam moralitas bangsa, pemerintah mengambil langkah-langkah guna mempertahankan kepribadian bangsa Indonesia kepribadian yang dimaksud adalah kepribadian yang berakar dan bersejarah dan kebudayaan Indonesia. Yaitu kebudayaan yang menghargai keserasian dan keselarasan sebagai nilai esensial. Nilai-Nilai yang Dapat Merusak Kepribadian Bangsa Adapun beberapa nilai-nilai yang tidak sesuai atau lebih – lebih yang dapat merusak kepribadian bangsa yang harus kita tolak, misalnya :

• Sekularisme, yaitu paham atau pandangan falsafah yang berpendirian bahwa moralitas tidak perlu didasarkan pada ajaran agama.

• Individualisme, yaitu sikap yang mementingkan kepentingan sendiri

• Hedonisme, yaitu paham yang melihat bahwa kesenangan atau kenikmatan menjadi tujuan hidup dan tindakan manusia

• Materialisme, yaitu sikap yang selalu mengutamakan dan mengukur segala sesuatu berdasarkan materi. Hubungan batiniah tidak lagi menjadi bahan pertimbangan dalam hubungan antar manusia

• Ekstremisme, yaitu pikiran atau tindakan seseorang yang melampaui batas kebiasaan / norma-norma yang ada dan berlaku di suatu tempat

• Chauvinisme, yaitu paham yang mengagung-agungkan bangsa sendiri dan merendahkan bangsa lain

• Elitisme, yaitu sikap yang cenderung bergaya hidup berbeda dengan rakyat kebanyakan

• Konsumenisme, yaitu paham atau gaya hidup menganggap barang-barang sebagai ukuran kebahagiaan dan kesenangan

• Diskriminatif, yaitu sifat seseorang yang suka membeda-bedakan antar yang satu dengan lainnya

• Glamoristik, yaitu sikap atau gaya hidup suka menonjolkan kemewahan

Asas – Asas Ketahanan Nasional dan Sifat Ketahanan Nasional Asas-Asas Ketahanan Nasional Asas Ketahanan Nasional Indonesia adalah tata laku berdasarkan nilai-nilai Pancasila, UUD 1945, dan Wawasan Nusantara yang terdiri dari :

• Asas Kesejahteraan dan Keamanan. Kesejahteraan dan keamanan dapat dibedakan tetapi tidak dapat dipisahkan dan merupakan kebutuhan manusia yang mendasar dan esensial. Kesejahteraan dan Keamanan merupakan asas dalam sistem kehidupan nasional tidak akan dapat berlangsung, kesejahteraan dan keamanan merupakan nilai intrinsik yang ada pada sistem kehidupan nasional itu sendiri, kesejahteraan dan keamanan harus selalu berdampingan pada kondisi apapun.

• Asas Komprehensif Integral atau menyeluruh Terpadu. Sistem kehidupan nasional mencakup segenap aspek kehidupan bangsa secara utuh, menyeluruh dan terpadu (komprehensif integral) dalam bentuk perwujudan persatuan dan perpaduan yang seimbang, serasi dan selaras dari seluruh aspek kehidupan bermasyarakat, berbangsa dan bernegara.
